Special Guest Speaker: Mari Barke
Mari Barke is the director of CPC’s California Local Elected Officials (CLEO), a membership organization that supports, advises, and educates local elected and appointed officials who stand for financial sustainability, government transparency and results-driven governance. Mari is also President of the Orange County Board of Education. She is a frequent public speaker on good governance and effective school board leadership. Mari produced three virtual trainings for local elected officials along with Lance Christensen: the CLEO Candidate Academy, the CLEO Leadership Academy, and the CLEO Strategy Academy. Mari and Lance also regularly join forces to provide in-person trainings to potential candidates and local leaders throughout the state.

Special Guest Speaker: Darcy Burke
THE CA WATER CRISIS & ITS EFFECT ON YOU
Darcy Burke is the President and Chief Executive Officer of
Watermark Associates, a business consulting firm. Prior to leading
Watermark, she was the Director of Public Affairs for the Municipal
Water District of Orange County (MWDOC) and Executive Director
of the California Nevada Section of the American Water Works
Association and Metropolitan Water District of Southern California’s
Water Education Center. She was elected to the Elsinore Valley
Municipal Water District in 2018 and again in 2022, representing
Division One. She was appointed to the United States Environmental
Protection Agency Local Government Advisory Committee in 2023
where she sits on the Executive Committee and Co-Chairs the Water
Workgroup, the Climate Adaptation Communications Workgroup
and the PFOS Communications Workgroup. In August 2025, she was
appointed as the Executive Director of the Urban Water Institute.
